India UPI & Digital Payments Guide for Foreign Tourists - What Works & What Doesn't

A foreign visitor can spend an entire day in India watching local customers pay for almost everything by scanning a small black-and-white QR code. A cup of tea, restaurant bill, taxi ride, pharmacy purchase, hotel deposit, handicraft, grocery order and even a very small street-side transaction may be completed through UPI payments in India.

That can create a confusing situation for an international traveller.

Your Visa or Mastercard works at the hotel. Cash works almost everywhere. Your overseas banking application works at home. Yet the small merchant standing in front of you may point only toward a UPI QR code and have no international card terminal.

This is why digital payments for foreign tourists in India need more explanation than simply saying that India is a highly cashless economy.

UPI, or Unified Payments Interface, is India's instant-payment infrastructure. The National Payments Corporation of India states that UPI is an instant payment system built over IMPS infrastructure and designed for immediate payments between accounts and merchants.

For Indian residents, UPI is normally linked directly with an eligible bank account through applications such as Google Pay, PhonePe, bank applications and other UPI-enabled services. Foreign tourists usually do not arrive with an Indian resident bank account, Aadhaar-based banking relationship or the normal mobile-number setup used by domestic customers.

That does not mean international visitors cannot use UPI.

NPCI currently offers UPI One World, a prepaid UPI-linked wallet specifically intended for inbound international visitors and NRIs. NPCI states that the service allows foreign visitors to load the wallet using an international debit or credit card and then make merchant payments across India's UPI QR network.

The important distinction is that a tourist should not expect every normal Indian UPI application to accept an overseas bank account simply because they have downloaded the app.

A regular Indian UPI account and UPI One World for foreign tourists are not the same setup.

For a Rajasthan trip covering Jaipur, Jodhpur, Jaisalmer, Udaipur, Pushkar, Bikaner and smaller towns, the safest payment arrangement is still a combination: UPI where properly available, at least one international card, some Indian rupee cash, and a second payment method kept separately for emergencies.

How UPI One World Works for Foreign Tourists in India

UPI One World is the most relevant digital-payment service for an international visitor who wants to scan the same merchant QR codes used by local customers without opening a conventional Indian bank account.

NPCI describes UPI One World as a wallet designed for NRIs and foreign visitors. Its current official service page states that users can download the UPI One World application, complete onboarding, load money through an international debit or credit card, and then make payments across more than 700 million UPI QR acceptance points.

That makes the service fundamentally different from trying to connect your American, British, Australian, Canadian or European bank account directly to an ordinary domestic UPI application.

Money is first loaded into a rupee-denominated prepaid wallet. The tourist then scans a merchant's UPI QR code and pays from the available wallet balance.

This is particularly useful in Rajasthan because small merchants frequently accept UPI even when they do not have a credit-card terminal.

A small café near a fort, souvenir seller, local restaurant, pharmacy, driver, craft shop or neighbourhood grocery store may have a QR code on the counter. If that QR represents an eligible merchant payment, the UPI One World wallet can make the transaction far easier than searching for exact cash.

NPCI's public information describes the wallet primarily for merchant payments, which is an important limitation to understand. A foreign visitor should not assume the wallet behaves exactly like a full Indian bank-linked UPI account capable of every type of person-to-person transfer available to residents.

For ordinary tourism spending, merchant QR payments are the part that matters most.

The onboarding process requires identity verification. That can involve passport and visa information and whatever current KYC procedure the authorised provider requires. International visitors should therefore complete setup through a recognised issuer rather than handing passport details to an unknown person offering to create a "tourist UPI account."

NPCI has expanded UPI One World through authorised prepaid-payment providers, and official NPCI announcements have also described issuance through authorised PPI institutions for foreign delegates and visitors.

Availability at a particular airport, hotel or city outlet can still change.

Do not assume that because the service exists nationally there will always be a staffed UPI One World desk inside Jaipur Airport when you land. Downloading the supported service and checking current onboarding availability before travel is much safer than relying on an airport counter.

Once money has been loaded successfully, UPI One World can be extremely convenient for small everyday spending.

Suppose a traveller buys two coffees for INR 420, pays INR 850 at a casual restaurant, buys medicine for INR 600 and pays INR 1,200 at a craft store. Instead of using a foreign card four times or breaking large cash notes, each merchant QR can potentially be scanned from the wallet.

That is the type of transaction for which the service is most useful.

Can Google Pay, PhonePe or Paytm Work with a Foreign Bank Account?

This is one of the most common misunderstandings international tourists encounter.

A visitor may already use Google Pay or another digital wallet at home and assume the same application will automatically become an Indian UPI account after landing.

Usually, it does not work that way.

UPI is not simply contactless card payment through a mobile phone. It is a specific Indian payment infrastructure connecting participating accounts and payment providers. NPCI describes UPI as allowing users to add eligible bank and other permitted accounts into a UPI application for account-to-account and merchant transactions.

The version of Google Pay used in India is therefore connected to the Indian UPI ecosystem, not merely to the overseas cards a traveller may already have stored in Google Wallet.

A tourist cannot reasonably assume that an American Visa card stored inside Google Wallet will allow them to scan every Indian UPI QR code.

The same warning applies to PhonePe and ordinary domestic UPI applications.

An application may be downloadable internationally but still require an eligible Indian banking arrangement, accepted mobile number, KYC process or another domestic condition during registration.

The cleaner route for an inbound visitor is the foreign-tourist UPI wallet infrastructure, such as UPI One World, where the onboarding process specifically supports international travellers.

This distinction becomes especially important at restaurants and small shops.

A merchant may say, "UPI only," while showing a QR code.

That does not mean Apple Pay, Google Wallet or a foreign contactless card will work.

The QR may be linked exclusively to the UPI payment infrastructure.

Ask whether the business also accepts Visa or Mastercard before ordering or purchasing something expensive.

Large hotels, established restaurants, malls, branded stores, major jewellery outlets and more formal tourism businesses generally have stronger card-payment infrastructure than small independent merchants. Even then, foreign card acceptance should never be treated as guaranteed.

Card terminals can lose connectivity, a foreign issuer may decline a transaction, the merchant may accept only certain networks, or the machine may simply be unavailable.

This is why a mixed payment setup remains superior to relying exclusively on one method.

A traveller carrying only an overseas credit card can become surprisingly inconvenienced in a place where everyone around them appears to be paying digitally.

International Credit and Debit Cards in India: Where They Work Best

International cards in India remain extremely useful, particularly for higher-value purchases.

Visa and Mastercard are commonly accepted at larger hotels, reputable restaurants, major retail shops, shopping malls, airline websites, premium tour operators and established businesses. American Express acceptance is usually more limited because merchant acceptance varies.

International card use is particularly sensible for expenses where a formal transaction record matters.

Hotel stays, expensive jewellery, high-value textiles, private tours, large restaurant bills and premium shopping are good examples.

For a foreign visitor, a credit card can also provide stronger dispute rights and fraud protection than handing over a large amount of cash.

However, several practical problems can appear.

Your bank may treat repeated Indian transactions as unusual unless international usage is enabled. Some banks automatically allow overseas transactions; others require the customer to activate international spending in the banking application.

Check this before the journey.

If your first large purchase in India is a INR 150,000 jewellery transaction and the bank has never seen your card used outside Europe, automated fraud controls may reject it.

Another issue is dynamic currency conversion.

A merchant terminal may occasionally offer to charge the transaction in your home currency rather than Indian rupees. This can look convenient because the screen shows a familiar currency, but the conversion rate may be less favourable than letting your own bank or card network convert the INR transaction.

When possible, paying in Indian rupees and allowing the card issuer to handle conversion is often the cleaner option, although the traveller should check their own card's foreign-exchange fees.

Foreign transaction fees can vary significantly.

One traveller's premium travel card may charge no foreign transaction fee, while another person's debit card could add a percentage to every purchase plus an overseas usage fee.

Before travelling, check:

foreign transaction fee, ATM withdrawal fee, cash-advance treatment, exchange-rate policy and overseas fraud controls.

Do not use a credit card for ATM cash withdrawals unless you understand the card issuer's cash-advance charges.

Cash advances can begin accumulating interest immediately and may include additional fees.

A debit card connected to a travel-friendly bank account is usually preferable for ATM withdrawals.

For high-value purchases in Rajasthan, the seller may sometimes say that card payment carries an additional charge.

Ask for the final tax-inclusive billed price before deciding whether to proceed. A reputable merchant should provide a proper invoice for an expensive transaction regardless of payment method.

How Much Cash Should a Foreign Tourist Carry in Rajasthan?

India's rapid adoption of UPI has not made cash irrelevant.

For foreign tourists, Indian rupee cash remains an essential backup.

The amount should be enough to handle a day of small expenses if digital systems fail, but not so large that losing the wallet becomes a major financial problem.

A practical starting amount for many travellers is approximately INR 5,000–10,000 in cash, divided between smaller notes and a few larger denominations.

Travellers heading into remote rural areas, desert camps or routes with limited ATM access may prefer a somewhat larger buffer.

There is usually no need to walk around Jaipur carrying INR 50,000 in cash merely because several purchases are expected.

Keep large-value spending on a traceable payment method where practical.

Small cash denominations matter more than total cash.

A INR 500 note may be inconvenient when paying INR 60 or INR 100 at a very small shop, while smaller notes make tipping, minor purchases and casual expenses easier.

Cash is useful for roadside stops, very small shops, local tips, certain parking charges, temporary payment-system outages and situations where a merchant's QR code fails.

It is also valuable when mobile connectivity disappears.

A QR payment can be simple, but it still depends on working infrastructure. The tourist's phone needs enough battery and internet access, and the payment service must be functioning correctly.

On a long Rajasthan road journey, keep a small amount of emergency cash somewhere separate from the primary wallet.

For example, a couple travelling Jaipur–Bikaner–Jaisalmer could keep INR 3,000–5,000 in the day wallet and another sealed cash reserve inside secure luggage.

This prevents one lost wallet from eliminating every payment option.

Avoid displaying a large stack of currency publicly when paying a minor amount.

Cash counting should be done discreetly, particularly in busy markets.

ATMs in India: Fees, Exchange Rates and Safer Withdrawals

ATMs provide the easiest way for many international travellers to obtain Indian rupees after arrival.

Major Indian banks operate extensive ATM networks in Jaipur, Udaipur, Jodhpur, Delhi and other cities. Availability becomes less predictable on remote highways and in small settlements.

Use an ATM attached to or located immediately beside a recognised bank branch whenever possible.

That provides better security and makes it easier to seek assistance if the card is retained.

The traveller's home bank may charge an international withdrawal fee, currency-conversion fee or both. The Indian ATM operator may also impose a local charge depending on the bank and type of card.

Because fee structures vary between cards, withdrawing INR 500 several times can be much more expensive than making a sensible larger withdrawal.

At the same time, do not withdraw an unnecessarily large amount purely to reduce transaction fees.

For many tourists, an ATM withdrawal of around INR 10,000–20,000 at a time provides a reasonable balance between convenience and risk, subject to the ATM's transaction limit and the traveller's own bank limits.

If the ATM or card-processing screen asks whether you want it to convert the transaction into your home currency, read the exchange-rate information carefully.

When a conversion is offered by the ATM itself, declining the ATM's home-currency conversion and allowing your own issuer to process the INR withdrawal may provide a better rate in many cases. Your own bank's fee structure ultimately determines the outcome.

Never accept help from a stranger standing next to the ATM.

If the machine appears modified, the card slot looks unusual or someone insists that you need assistance, cancel the transaction and use another location.

Cover the keypad while entering the PIN.

Collect the card before walking away.

Keep ATM receipts if they contain information needed to reconcile the transaction, but dispose of unnecessary receipts securely rather than leaving them at the machine.

UPI QR Code Safety: The Rule Every Foreign Tourist Should Know

Scanning a QR code to pay money is normal.

Scanning a QR code because someone says you must do so to receive money deserves caution.

Tourists unfamiliar with UPI can become vulnerable to payment scams because the interface and terminology are unfamiliar.

A basic rule is extremely useful:

Never approve a payment request merely because someone says the action will send money back to you.

If a hotel, driver, shop or merchant needs to refund a payment, do not blindly enter a PIN into an unexpected transaction screen.

Read the application carefully.

A payment PIN authorises money to leave an account or wallet in many payment flows. Treat it with the same seriousness as a bank-card PIN.

NPCI operates an official UPI help and dispute mechanism for transaction problems, including payment-status checks and complaint handling.

When paying at a shop, confirm the merchant name displayed on the phone before authorising the amount.

Small shops sometimes have QR codes connected to the owner's personal or business account. That can be legitimate, but the displayed recipient should still make sense.

If you are buying jewellery worth INR 100,000 and the QR shows a completely unrelated personal name, ask the merchant to explain before paying.

After payment, check the success confirmation on your own phone.

Do not rely only on the shopkeeper saying the amount has arrived.

If the transaction shows pending, do not immediately pay again using another method without checking the status. Duplicate payment is a common practical problem when the first transaction eventually completes.

Take a screenshot or save the payment reference for expensive purchases.

For jewellery, textiles, hotel payments and tour services, insist on an invoice in addition to the digital payment record.

A payment screenshot proves money moved; it does not prove what goods or services were promised.

Does UPI Work in Jaipur, Jodhpur, Udaipur and Jaisalmer?

For ordinary merchant transactions, UPI acceptance is widespread across major Rajasthan tourist cities.

Jaipur has extensive QR acceptance in restaurants, shops, pharmacies, malls, cafés and tourism businesses.

Udaipur similarly has widespread digital payment use across tourist areas and established commercial districts.

Jodhpur's restaurants, shops and hotels increasingly use QR payments alongside cash and cards.

Jaisalmer also has strong UPI usage within the city and at many tourism businesses, although network conditions become less predictable when travelling into desert areas.

The more important question for a foreign visitor is not whether merchants have UPI.

It is whether your own foreign-tourist payment setup works with their QR code.

UPI One World is designed for merchant QR payments across India's UPI network, making it highly useful for this purpose. NPCI's current official information says the service is intended to work across more than 700 million QR acceptance points.

Even so, carry backup payment methods.

A remote desert camp may have a QR code but poor mobile data at that moment. A rural craft seller may accept cash more easily. A hotel may have a temporary server issue. Your own wallet balance may be too low.

Digital acceptance does not eliminate operational failures.

Paying Drivers, Guides and Tour Operators

Private travel services require additional care because amounts can be much larger than normal shop purchases.

For a Rajasthan private car and driver, clarify the payment method before the journey begins.

If the company accepts card payment, ask whether any card surcharge applies.

If UPI is accepted, confirm whether the payment goes to the official business account.

If cash is requested, ask for a receipt for large payments.

For multi-day journeys, paying the full amount in unrecorded cash before any service has started is generally less desirable than using a traceable booking method.

A reputable tour company should be able to provide booking documentation stating the itinerary, vehicle category, inclusions, amount paid and remaining balance.

Tips are different from contractual tour payments.

Small tips to drivers, bell staff, guides or hotel staff can still be given in cash, which avoids forcing a traveller to ask every individual for a QR code.

Digital payment is convenient, but it does not need to replace every small cash interaction.

Paying for Jewellery, Gems and Expensive Handicrafts

High-value Rajasthan shopping deserves stronger payment discipline.

For jewellery, gemstones, luxury textiles, carpets, antiques or expensive handicrafts, use a payment method that produces a clear record.

A credit card can be particularly useful because the statement provides transaction evidence and the issuer may offer fraud or dispute procedures depending on the card terms.

UPI can also create an immediate electronic record, but the invoice remains essential.

Do not split a suspicious transaction across several QR codes simply because the seller claims one account has reached its limit.

For an expensive purchase, the business should be able to provide formal payment instructions and documentation.

The amount on the invoice should match the amount you actually pay.

Avoid accepting a deliberately reduced invoice value supposedly intended to "save tax." This weakens your proof of purchase and can create customs or insurance problems later.

For gemstones and jewellery in Jaipur, proper product documentation matters as much as payment.

The later article in this series on Jaipur gems and jewellery scams will cover certification, fake stones, inflated prices and misleading buy-back claims in much greater depth.

UPI One World Balance, Loading Money and Unused Funds

A prepaid wallet should be treated differently from a conventional bank account.

Do not load your entire holiday budget into the wallet on the first day simply because UPI is convenient.

Load an amount that suits expected day-to-day spending.

For example, INR 10,000–20,000 may be more than enough for many days of restaurant bills, entrance tickets, small shopping and local purchases, while expensive hotel and jewellery transactions can remain on a credit card.

NPCI states that the UPI One World wallet can be funded using an international debit or credit card.

Earlier service announcements also established a mechanism under which unused balances could be handled according to applicable foreign-exchange rules, although the exact refund procedure depends on the authorised issuer and current wallet terms.

Ask the provider about unused-balance withdrawal or refund rules before loading a large amount.

Do not assume every prepaid wallet balance can simply be withdrawn as cash from an ATM.

Its primary purpose is merchant payment.

What Payment Setup Works Best for a Foreign Tourist?

The strongest arrangement has several layers.

Use UPI One World for everyday merchant QR payments when onboarding is available and convenient.

Carry one international Visa or Mastercard for hotels and larger purchases.

Keep a second card in separate luggage so that a lost wallet does not eliminate every banking option.

Carry approximately INR 5,000–10,000 in usable cash denominations for everyday backup, adjusting the amount upward when travelling into remote areas.

Keep a modest emergency cash reserve separate from the main wallet.

Enable international transactions on your cards before arriving.

Know the bank's foreign transaction and ATM fees.

Save the card issuer's international support number somewhere outside the physical wallet.

Keep the phone charged. A small power bank becomes a payment accessory when QR transactions are being used throughout the day.

This combination works far better than trying to make India completely cashless from the perspective of a visitor.

India may be extraordinarily comfortable with digital payments, but foreign tourists operate under different banking and identity conditions.

Once that distinction is clear, payments become much simpler.

Quick Contact Form

Can foreign tourists use UPI in India?

Yes. NPCI offers UPI One World for inbound international visitors and NRIs. It is a prepaid UPI-based wallet that allows eligible foreign visitors to make merchant QR payments in India without opening a normal Indian bank account.

Do foreign tourists need an Indian bank account for UPI One World?

No conventional Indian bank account is required for the UPI One World tourist-wallet model. NPCI states that travellers can load the wallet using an international debit or credit card after completing onboarding.

Can I use my foreign Google Pay account to scan Indian UPI QR codes?

Do not assume so. Indian UPI functionality is different from having an overseas card stored inside Google Wallet or another contactless-payment application. Foreign visitors should use a supported tourist UPI service when they want access to Indian merchant QR payments.

Can I use UPI One World in Rajasthan?

Yes, eligible merchant QR payments can be made through the UPI network, including at participating merchants in Rajasthan. NPCI states that UPI One World can be used across more than 700 million QR acceptance points in India.

Do international Visa and Mastercard cards work in India?

They are widely accepted at larger hotels, established restaurants, malls, major retail businesses and organised tourism companies, but acceptance is not universal. Keep UPI or cash available for smaller merchants and temporary card-terminal failures.

How much Indian cash should a foreign tourist carry?

Around INR 5,000–10,000 is a practical working amount for many travellers, with more available when travelling through remote regions. Carry a mixture of denominations and keep additional emergency money separate from the main wallet.

Should I choose Indian rupees or my home currency on a card machine?

When dynamic currency conversion is offered, paying in Indian rupees and allowing your own card issuer to handle conversion can often avoid an unfavourable merchant conversion rate. Check your own bank's fees before travel because card terms differ.

Is it safe to scan UPI QR codes in India?

Merchant QR payments are routine, but always verify the recipient name and amount before authorising payment. Never approve an unfamiliar request or enter a payment PIN merely because someone claims doing so will help you receive a refund.

What should I do if a UPI payment shows pending?

Do not immediately pay the same amount again. Check the transaction status first and keep the payment reference. NPCI provides an official UPI help and dispute mechanism for transaction-status and complaint issues.

What is the safest payment combination for a Rajasthan trip?

Use UPI One World for merchant QR payments, one international card for major expenses, a second backup card stored separately, and enough Indian rupee cash for small purchases and network outages. This provides much better protection than relying entirely on one payment method.
